How to Get a VAT Certificate for Your Estonian OÜ?
How to Get a VAT Certificate for Your Estonian OÜ?
To get a VAT certificate for an Estonian OÜ, sign in to the Estonian Tax and Customs Board’s e-MTA portal, open Register and inquiries → My inquiries → Compilation of certificates, and generate the certificate of registration as a person liable to value added tax. It confirms the company’s VAT status at the time it is issued. If the OÜ has just registered for VAT, the certificate may appear after the register updates overnight.
An Estonian VAT certificate may be requested by a bank, supplier, marketplace or business partner as evidence of an OÜ’s VAT status. This guide explains what it confirms, how to obtain it, what to do if you cannot access e-MTA, and how to verify a VAT number.

What Is a VAT Certificate for an Estonian OÜ?
The official document is a certificate of registration as a person liable to value added tax. EMTA describes it as confirming whether a legal person is liable to VAT, has limited VAT liability, or is not liable. It uses current data in the taxable persons register and states the start date of a valid registration. See EMTA’s guidance on applying for certificates.
It is also called an Estonian VAT certificate, VAT registration certificate or KMKR certificate. It is different from a VAT application, tax clearance certificate, tax residency certificate, VAT return history report or general company extract. If a counterparty asks for “proof of VAT,” confirm which document it needs.
When Might Your Company Need a VAT Certificate?
An OÜ may be asked for the certificate during commercial onboarding or compliance checks. A supplier may need to determine how to invoice; an EU business partner may validate the OÜ’s VAT ID; or a marketplace, payment provider, bank, auditor or tender process may request evidence of tax registration.
The request itself does not make an OÜ VAT-registered. Incorporation and VAT registration are separate. Describe the company as VAT-registered only after EMTA records the registration and its VAT identification number is active.

How to Get a VAT Certificate in e-MTA
If you have the necessary representation and access rights, you can usually generate the certificate online:
- Open the e-MTA e-services environment.
- Sign in using an accepted electronic identification method.
- Select the Estonian OÜ you are authorised to represent.
- Open Register and inquiries, then My inquiries and Compilation of certificates.
- Choose the certificate of registration as a person liable to VAT, generate it and save the file.
EMTA says a certificate saved in DigiDoc format receives the Tax and Customs Board’s digital stamp, confirming it was issued by EMTA and its data is authentic. EMTA states a digitally stamped certificate is equivalent to a paper certificate signed by an official. Menu labels may change. If you cannot see the option, check you selected the right company and have representative access.
What If the OÜ Has Just Registered for VAT?
A new VAT registration may not appear on a certificate immediately. EMTA explains that the certificate reflects the register at generation and register data is updated at midnight. If registration is completed that day, try generating the certificate the following morning.
A short delay does not necessarily mean the application failed. Check the registration decision and the OÜ’s e-MTA record. If the status is still missing after the update, contact EMTA or review the application. The certificate does not backdate registration; use the start date recorded by EMTA.

Can Someone Else Obtain the Certificate?
An authorised representative may request a certificate for the company. EMTA says an online-form application can be submitted for a company when the applicant has valid authorisation. At an EMTA service bureau, a representative must present authorisation and identity documents. Some certificates can also be generated directly in e-MTA by an authorised representative.
Before appointing an accountant or consultant, confirm what authority is required and grant only the access needed. Do not share e-ID PINs or authentication credentials. If the certificate cannot be generated online, EMTA allows requests through its online form or at a service bureau. EMTA states these certificates are issued by the selected method within five working days. Read EMTA’s certificate instructions.
How to Verify an Estonian OÜ’s VAT Number
If you are a customer or supplier, you may not need the company to send a certificate. EMTA provides a public search for Estonian VAT IDs and company details. The EU’s VIES service checks whether an EU VAT number is valid for cross-border VAT purposes.
- Search Estonian VAT registration data at EMTA
- Validate an EU VAT number through VIES
- Find a company in the Estonian e-Business Register
A successful check confirms only the status shown at that time. It does not certify solvency, tax compliance, business activity or input VAT recovery rights.
VAT Certificate, VAT Registration and Tax Clearance: Differences
| Document or status | What it confirms | What it does not confirm |
|---|---|---|
| VAT registration certificate | VAT status recorded by EMTA and registration start date | That all returns were filed or taxes paid |
| VAT number validation | Whether the VAT ID appears valid in a database | Financial health or complete tax history |
| Certificate on absence of tax arrears | Whether statutory conditions for that certificate are met | VAT registration status by itself |
| Taxation data certificate | Selected declared tax and economic activity data | A general public company profile |
| Company register extract | Company details in the e-Business Register | VAT registration unless checked separately |
Ask whether the recipient needs proof of VAT registration, no tax arrears, tax residency or a broader taxation data certificate. Some EMTA certificates contain information protected by tax secrecy and may only be disclosed with company consent or where the law allows.

What to Check Before Sending the Certificate
- Correct company: legal name and registry code match the OÜ.
- Current status: the certificate shows the expected VAT status.
- Registration date: it is consistent with invoices and contracts.
- Document type: it matches the recipient’s request.
- Authenticity: use the digitally stamped DigiDoc file where the recipient needs an electronically verifiable certificate.
- Privacy: share only the document and tax information needed for the stated purpose.
- Freshness: ask whether the recipient needs a newly generated copy.
If a certificate appears incorrect, do not edit it. Check the OÜ’s e-MTA record and VAT decision, then contact EMTA to confirm or correct the source information.
How Eesti Consulting Can Help
Eesti Consulting can discuss a document request, explain the difference between an Estonian VAT certificate and other EMTA certificates, and help an OÜ understand the administrative steps. Whether a representative can obtain a particular document depends on valid authorisation, access rights, certificate type and EMTA’s process. EMTA remains the issuing authority; no service provider can guarantee issuance or change official register data.
If your OÜ has not registered for VAT, read our VAT registration guide. For ongoing compliance, see our accounting services and Estonian VAT taxation guide. If you still need an OÜ, read our company registration guide or see ready-made Estonian companies.
Frequently Asked Questions
Is an Estonian OÜ automatically VAT-registered when incorporated?
No. Incorporation and VAT registration are separate procedures. Check the company’s status in EMTA’s register or obtain its VAT registration certificate.
How long does it take to get an Estonian VAT certificate?
If it is available in e-MTA, an authorised user can generate it online. After a new VAT registration, it may become available after the register updates overnight. EMTA says certificates requested through its other channels are issued within five working days.
Does the certificate prove that the company has no tax debt?
No. It confirms the VAT status recorded by EMTA. A certificate on absence of tax arrears is a separate document with its own conditions.
Can someone check an Estonian VAT number without asking the OÜ?
Yes. EMTA provides a public search for Estonian VAT registration data, and the EU VIES service can validate an EU VAT number. Each check reflects the data available at the time.
Can Eesti Consulting issue an EMTA VAT certificate?
No. EMTA is the issuing authority. Eesti Consulting can explain the request and discuss the administrative steps, subject to authorisation and circumstances.
